Persons with disability are exempted from tuition feeThe Government of the Republic of North Macedonia passed a new Decree on the right of persons with disability and other persons to be exempted from tuition fees
In coordination with the National Coordinative Body for Implementation of the UN Convention on the Rights of Persons with Disabilities, the Government of the Republic of North Macedonia passed a Decree on the rights of persons with disability and other persons to be exempted from tuition fees.
This Decree will provide all persons with disability enrolled in first, second and third cycle of studies at public higher education institutions, to be exempted from tuition fees.
This Decree enables persons with disability to realize their own potentials and personal development on an equal basis with all other citizens, and to be included in higher education processes, and for the educational institutions is an incentive to adjust the conditions and education programmes for these fellow citizens. In this way, persons with disability develop competencies in accordance with their own preferences and become competitive on the labour market.
With this Decree, except for all persons with disability, persons with the status of children without parents and parental care, unemployed parents of children and persons with the status of war invalids are exempted from tuition fee.
In order to exercise this right, the applicant submits a request with the opinion from the Functional assessment service of children and youth at the Health Centre – Skopje on the basis of the International Classification of Functionality (ICF), as a new model resulting from the reform implemented by the National Coordinative Body for Implementation of the UN Convention on the Rights of Persons with Disabilities, which excludes the current medical model of categorization versus the assessment of the functional abilities and capacities of persons with disabilities.
In accordance with Article 24 of the UN Convention on the Rights of Persons with Disabilities, all persons with disability have the right to education without exclusion and discrimination to maximize the development of human potential.
Until this Decree, only certain categories of persons with disability had the right to be exempted from tuition, which practically put others in a subordinate position.
The Decree was published in the Official Gazette of the Republic of North Macedonia, number 61, from 15.3.2022.
